DETROIT --

The FBI and United States Postal Service are investigating a letter that arrived Thursday at Michigan's Capitol and contained a granular substanced that caused irritation to an employee's hand.

Department of Management and Budget spokesman Curt Weiss said the letter was opened at about 2 p.m. inside the Romney Building, where Gov. Rick Snyder works. He said the employee described the substance like a salt and pepper mixture. The employee rinsed his hands off and did not seek medical treatment, Weiss said.

Snyder is at a police conference on Mackinac Island.

The letter was sealed in a hazmat bag and is under investigation.

The building was not evacuated.

Weiss said he did not know what the letter's postmark was, but said it did not have a return address.
