Report: Tech problems experienced during New York mass shooting

A new report compiled on a mass shooting that 13 people dead earlier this year at the American Civic Association in Binghamton, N.Y., says that so many people were using their cell phones in the city that emergency responders were unable to get through.

According to an article published in the Elmira Star-Gazette, county officials had recently purchased equipment that would have allowed them to override the system; however, no one at the scene that day had been trained on how to use the equipment.
