Police still testing to determine the composition of the substance

JACKSONVILLE BEACH, Fla. --

Jacksonville Beach police are still trying to figure out the composition of a white powder left at the police department Monday morning.

A police department spokesman said tests are still being performed on the powder, but police have learned how it got there.

The vial of powder was found at the pass-through window at the police department's records department on Monday. Haz-mat crews were called to handle the incident.

Following Monday's news coverage of the incident, a man called police and told them he had initially found the vial on the beach. Police said the man took the vial to the police department outside of regular business hours. According to investigators, the man didn't ring a buzzer to get someone's attention, and instead just left the vial at the window.

Police said no charges are expected to be filed.
