City institutes permit system, increasing fine structure

Like so many cities, Durham, N.C., is updating its false alarm ordinance to deal with a high number of false alarm calls.

The city is instituting a permit systems (cost: $25), and is implementing a fine structure for repeat false alarms. The fines will start at $300 (for the 3rd false alarm -- the first two false alarms will not be fined), and will increase the fines for additional false alarms.
