For example, schools spend hundreds of thousands of dollars on surveillance cameras, but then don't maintain them or repair them as they break.

"The result is that cameras were put in, often to appease parent concerns, only to sitting out-of-service for months, and in some cases more than a year, due to no budgets for repairs or replacements," he said.
