DHS Awards Kroll Major Background Investigation Contract

Kroll Government Services toconduct preliminary background investigations of TSA screeners

NEW YORK--(BUSINESS WIRE)--Dec. 6, 2005--Kroll Government Services, Inc., the government consulting and monitoring subsidiary of Kroll Inc., announced today that it has been awarded a multi-million dollar contract by the U.S. Department of Homeland Security's Transportation Security Administration (TSA) to conduct preliminary background investigations of TSA screeners and other employees. The TSA contract, which has a one year base period with four one-year options, has a maximum total ordering value of $17.27 million.

Kroll Government Services, which was selected for the contract over several competing firms, has been providing background checks for the TSA since 2003, when it was retained by the agency following a Congressional mandate requiring a two-part background check process for airport personnel.

Under the terms of the Indefinite Delivery Indefinite Quantity contract, Kroll is providing Phase I background checks on all TSA screeners, TSA headquarters staff, Federal Security Directors and their staffs, Federal Flight Decks Officers, and other aviation industry employees, such as charter flight crews. A Phase I background check includes a credit check; a name-based check against criminal history records databases for every jurisdiction in which the applicant has resided for the prior ten years; and a name check analysis against selected terrorism databases. If a candidate successfully completes Phase I, a job offer may be made. Candidates for screening positions must still clear a Phase II background check, which is performed by the U.S. Office of Personnel Management (OPM).

Kroll Government Services is also currently working on substantial background investigation contracts with OPM, and with a second Department of Homeland Security division, U.S. Customs & Border Protection. These contracts utilize Kroll's nationwide network of investigators to examine the job candidates' personal employment history, law enforcement and military experience, educational history, citizenship status, and court and civil records. They also include interviews of the candidates as well as with appropriate reference sources.
