L-3 Announces Multiple Key Executive Appointments

Industry veterans fill leadership positions throughout company, including finance, cargo, customer service, and European market

L-3 Communications Security & Detection Systems Inc. announced that it has filled five key management positions both in its U.S. headquarters and its European operations. The changes took place at the end of February and include the following appointments:

William J. Frain assumes the role of senior vice president of L-3 Communications Security & Detection Systems following Allen Barber’s promotion to president of the company. Mr. Frain most recently served as vice president and chief financial officer for L-3 Communications Security & Detection Systems, Inc. for nine years, and has twelve years of leadership experience in the security market. His new role will focus on driving growth and sales opportunities, as well as overseeing international operations. Mr. Frain previously worked for Arthur Andersen LLP as senior auditor for five years and earned a Bachelor of Science degree from Boston College.

James J. Cataldo joins L-3 as chief financial officer, bringing more than 25 years of experience both in finance and management. As a certified management accountant, Mr. Cataldo has held many positions within the financial arena. He has worked in the defense industry for Honeywell, Loral, Lockheed Martin, and L-3 Communications ESSCO as vice president of finance & administration. Mr. Cataldo earned a Bachelor's degree from Salem State with a concentration in accounting, and an MBA from Babson College.

Steven Williams has been appointed managing director for Europe, Middle East, and Africa (EMEA), and will be based in L-3’s office in Bracknell, U.K. He most recently worked at GE Infrastructure, Security, Homeland Protection as general manager of its U.K. office. Prior to GE, Williams spent fifteen years with Ion Track Instruments, Ai Cambridge, Ai Security and AMS as the European sales manager representing image analysis, gas chromotography, and explosives and narcotics detection product lines. Williams holds degrees from Westminster, and Kingston Universities.

L-3 experienced significant growth in its EMEA operating region during 2004, completing orders with Sharjah Customs of the United Arab Emirates, Israel's Ben Gurion Airport, Dutch Customs, and the Italian Border Police. The company is currently participating in research and development pilot programs with the U.K.’s Department for Transport.

Jay H. Payne has been hired as vice president of cargo for L-3. He joins the company from Science Applications International Corporation (SAIC), where he was corporate vice president and operations manager of its vehicle and cargo inspection systems. Prior to SAIC, Mr. Payne served for over 20 years as a space operations officer and inventory management specialist in the United States Air Force. Mr. Payne holds a Bachelor of Science degree in Management from Northern Michigan University and a Master of Science degree in Space Operations from the Air Force Institute of Technology.

L-3's cargo solutions include a wide range of air cargo pallet screeners as well as mobile, gantry, and fixed-site systems that meet the demanding needs of customs, border control, and maritime port security throughout the world. L-3’s global cargo screening business is growing at a significant pace and is anticipated to continue this trend with the heightened focus on improving the security of cargo shipments by air, land, and sea.

Robert A. Fleck has been appointed vice president of customer service. He previously worked at AS&E and GE Medical Systems, and has a proven track record of stabilizing situations and growing business operations. While at AS&E, Mr. Fleck was responsible for the successful deployment of its fixed-site and mobile cargo screening products. He holds a Bachelor of Science degree in Electronic Engineering Technology from Wentworth Institute of Technology and an MBA from Northeastern University.

L-3's global customer service organization – the industry's largest – employs more than 300 maintenance specialists and technicians who support a deployed base in excess of 18,000 high-technology products used to detect explosives, narcotics and other smuggled contraband. The company also trains and supports both customers and a global network of distributors on L-3 products.
