Hong Kong Police to Use Cogent Systems for Palmprints, Fingerprints

Computer-assisted system to aid crime-solving capabilities

SOUTH PASADENA, Calif.--(BUSINESS WIRE)--Cogent Systems (Nasdaq:COGT) announced today that it has been awarded a contract from the Hong Kong Police Force (HKPF) for its next generation Computer Assisted Palmprint and Fingerprint Identification System (CAPFIS). After extensive proposal evaluation and system benchmarking, the HKPF awarded the contract to Cogent based on its proven system performance, merit and value proposition.

Cogent’s new system will replace the current fingerprint identification system from the incumbent provider and will deliver higher accuracy and shorter response time along with improved features and functionality all based on the latest international NIST standards. Under the contract, Cogent will electronically convert the HKPF’s existing fingerprint records and latent hard copy records. The new system will be capable of storing 1,000 pixels per inch (ppi) image resolution records and include the ability to search both flat and rolled fingerprints and palm prints. Cogent will include customized workflows and process modules to monitor the processing of fingerprint evidence.

Cogent’s new system with cutting edge technology will increase the crime-solving capability of Hong Kong Police Force. During the benchmark test, Cogent was able to demonstrate benchmark results of 100% accuracy on both finger and palm latents. The enhanced accuracy and speed of the new CAPFIS, along with the added features, will be key to increasing the success of the criminal investigations of HKPF. The new system will also conform to international NIST standards which are also used by other law enforcement agencies.
