ARLINGTON, Va., February 17, 2009 – Vangent, a leading global provider of information management and strategic business process outsourcing solutions, today announced that Mexico’s Social Security agency, Instituto Mexicano del Seguro Social (IMSS), awarded the company a prime contract to design, build and operate a full biometric identification (ID) management system. The three-year contract has an expected value of $68 million and will be managed by Vangent Mexico.

IMSS is one of the largest social security institutions in Latin America, and is responsible for providing Mexico’s privately employed workers, allowanced recipients, and students with an integrated suite of economic, healthcare and social security services for more than 40 million beneficiaries.

Under the terms of the contract, Vangent will provide ID management services to over 20 million beneficiaries through 700 enrollment centers nationwide. Vangent will manage the entire beneficiary enrollment procedure, which includes the distribution of ID cards equipped with beneficiaries’ full biometric information including digitized signature, photograph, iris scan and fingerprint. The cards will be used to authenticate beneficiaries at the point of service, ensuring the legitimacy of claims throughout the system.

The IMSS contract adds to Vangent’s growing portfolio of business in ID Management Solutions. Other major customers include the U.S. Department of Education’s Federal Student Aid, the U.S. Department of Labor, and the Office of Personnel Management.

With the new IMSS contract, Vangent is Mexico’s largest provider of ID enrollment and management services.

"Vangent Mexico recognizes the importance of its partnership with the Instituto Mexicano del Seguro Social and the level of trust placed in our people to fulfill this mission," said Mac Curtis, CEO of Vangent, Inc. "Vangent’s end-to-end ID management system will ensure swift and accurate provision of critically needed services while helping IMSS and the Mexican Government reduce fraud, waste, and abuse."

"Vangent’s sophisticated portfolio of ID management offerings combined with years of experience building and operating the first and largest e-Authentication PIN Web site and database in the U.S. Federal Government can be directed to help other federal agencies and organizations effectively manage identity, enhance security, and achieve program goals, such as addressing the burgeoning health reform needs identified by the Obama Administration," added Curtis.
