URS Selected for Bay Area Regional Emergency Coordination Plan

URS Corporation to develop cities' emergency coordination plan

SAN FRANCISCO--(BUSINESS WIRE)--Oct. 17, 2005--URS Corporation (NYSE: URS) today announced that the Company has been selected by a consortium of emergency management agencies in San Francisco, San Jose and Oakland and the California Governor's Office of Emergency Services to develop a regional emergency coordination plan that will cover the entire Bay Area region. The project is one of the first of its kind in the United States and is likely to serve as a blueprint for other large metropolitan areas seeking to coordinate disaster planning and response across multiple jurisdictions.

Under the terms of the contract, URS will provide management, planning, training, and exercise services necessary for a regional approach to natural and human-caused emergencies affecting emergency services, infrastructure, transportation, public works and utilities, and health care facilities in Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, Santa Cruz, Solano, and Sonoma counties. The plan will set clear procedures for regional coordination among city, county, state, and federal agencies for emergency management, public safety, and public health under various catastrophic scenarios. The planning process will leverage existing regional resources, fulfill federal requirements, engage regional stakeholders, and build upon existing best practices. The two-year contract has an estimated value to URS of $2.2 million.

Following the analysis, design and development of the regional emergency coordination plan, URS will work in conjunction with local emergency management agencies, the Governor's Office of Emergency Services and other officials to develop seminars, workshops and eight multi-jurisdictional exercises incorporating critical components of the plan. The exercises, which will include two functional exercises that will be regional in scope, will be used to evaluate the effectiveness of the plan.
