Retired U.S. Navy Rear Admiral Doug Small has joined QuSecure's Federal Advisory Board to support the company's work with U.S. government agencies on post-quantum cryptography initiatives.

QuSecure Inc. has named retired U.S. Navy Rear Admiral Doug Small to its Federal Advisory Board (FAB), expanding the company's federal advisory leadership as government agencies move from planning to implementing post-quantum cryptography (PQC) initiatives.

According to the company, the appointment comes as federal agencies accelerate PQC migration efforts following recent government directives. QuSecure said the U.S. Department of War's Post-Quantum Cryptography Strategy mandates a department-wide transition to secure communications, data and command and control systems against emerging quantum computing threats. The strategy follows President's Executive Order 14409, "Securing the Nation Against Advanced Cryptographic Attacks."

Small most recently served as commander of the Naval Information Warfare Systems Command (NAVWAR), where he oversaw a $6 billion annual budget and a global workforce of approximately 11,000 professionals. During his more than 35-year Navy career, he led information systems initiatives across technical and operational programs. From 2020 to 2024, he served as the first Direct Reporting Program Manager for Project Overmatch, an effort focused on updating the Navy's operational architecture across multiple domains.

He will be a tremendous resource as we meet growing demand from agencies looking to meet post-quantum requirements and cryptographic agility with operational continuity."

Before leading NAVWAR, Small served as Program Executive Officer for Integrated Warfare Systems, where he was responsible for the development, delivery and sustainment of the U.S. Navy's surface sensor, combat and weapon systems. QuSecure said his work included partnerships across military branches to deliver virtualized combat systems and integrated missile launch platforms. He also chaired NATO and bilateral cooperative programs and helped develop strategies to coordinate defense efforts among allied nations.

QuSecure said its Federal Advisory Board consists of former senior military, intelligence and government officials who provide guidance for the company's work with U.S. government agencies.
