Joseph Hogan and David Ray named recipients of the SIA Industry Advocate Award
SILVER SPRING, Md. – The Security Industry Association (SIA) has named Joseph Hogan, vice president and assistant general counsel, building management systems at Johnson Controls; and David Ray, chief operating officer and general counsel at Rank One Computing, as the 2022 recipients of the SIA Industry Advocate Award. Hogan and Ray will be recognized at the 2022 SIA GovSummit, SIA’s annual government security conference, taking place May 24-25 in Washington, D.C.
The SIA Industry Advocate Award recognizes SIA member volunteers for their extraordinary contributions of professional time, leadership and resources to position SIA and its members to address the public policy challenges impacting the security industry.
Joseph Hogan is vice president and assistant general counsel, building management systems for Johnson Controls. He has over a decade of experience supporting Johnson Controls’ Building Management Systems businesses, including intrusion, access control, video surveillance, fire detection, controls and building automation. Prior to joining Johnson Controls, Hogan served as business and transactional counsel for several technology companies, including Hewlett Packard and Compaq Computer. He started his career as a corporate and securities attorney with Hale and Dorr in Boston, Massachusetts (now WilmerHale). Hogan holds a B.A. in political science and psychology from Lafayette College and a J.D. from Boston College Law School. He has been actively involved with SIA in promoting the effective use of artificial intelligence-driven technology systems for building security, life safety and automation. Hogan has extensively supported SIA’s federal and state affairs work and the SIA Government Relations Committee and working groups by providing expert legislative analysis and drafting, offering guidance, formulating SIA input on key federal regulations and representing SIA in visits with policymakers across the nation to strengthen its engagement efforts.
David Ray is chief operating officer and general counsel of Rank One Computing Corporation, a world-leading facial recognition and computer vision technology company based in Denver, Colorado. Prior to his time at Rank One, Ray co-founded Bold Legal LLC, a boutique transactional law firm focused on mergers and acquisitions (M&A), company formations and venture capital investments. Ray began his legal career at Simpson, Thacher and Bartlett LLP, working on private equity M&A including the $25 billion leveraged buyout of Dell Inc. and the $2 billion sale of Sheridan Healthcare and on public debt offerings totaling $3.5 billion for Tesla Motors, Cadence Designs, WhiteWave Foods, Hub International and Intrepid Aviation. Prior to law school, he worked in finance at Lehman Brothers and in management consulting at Axia, Ltd. (now part of Accenture). He has helped guide Rank One to a leadership position within the industry through the creation and public dissemination of Rank One’s Code of Ethics – which has become a benchmark for the rest of the security industry. Ray has extensively supported SIA’s advocacy for responsible public policy on biometric technologies by providing key subject matter expertise and technical analysis, connecting with stakeholders and engagement with lawmakers in support of policy objectives ensuring effective and beneficial technology implementations.

The SIA Industry Advocate Award will be presented May 24 at a special award ceremony during SIA GovSummit. Each year, SIA GovSummit brings together government security leaders with private industry technologists for top-quality information sharing, networking and education on security topics affecting federal, state and local agencies. SIA GovSummit 2022 will be held May 24-25 as an in-person conference at the National Housing Center in downtown Washington, D.C.
