SIAC Brings Alarm Industry Perspective to IACP Policy Discussions

An IACP committee is considering potential updates to the model ordinance, with SIAC contributing the alarm industry’s perspective.

The Security Industry Alarm Coalition (SIAC) is participating in discussions about potential updates to the Model Alarm Ordinance through the International Association of Chiefs of Police’s Private Sector Liaison Committee, according to SIAC Executive Director Steve Keefer.

The committee’s ongoing review was discussed at the recent IACP conference in Orlando, Fla. No major policy decisions were reached at the conference, and no specific new positions on verified response, false dispatches or individual local ordinances were formally adopted.

The review provides an opportunity for law enforcement and the electronic security industry to examine how alarm management policies can keep pace with changes in technology, industry practices and police operations, Keefer told SecurityInfoWatch.

“The Model Alarm Ordinance has provided an important framework for reducing unnecessary police dispatches while preserving police response to legitimate emergencies,” he said. “But technology and the needs of law enforcement continue to evolve. Our work with the committee is focused on making sure the ordinance remains relevant, practical and effective for both police departments and the electronic security industry.”

Keefer explained the principal outcome of the conference discussions was continued work on potential updates to the model ordinance. The organization expects to remain involved as the committee continues its review.

“The important thing is that the work continues and SIAC is directly involved,” Keefer said. “We have an opportunity to contribute the industry's experience and perspective as law enforcement leaders consider changes that could affect alarm companies, monitoring centers and their customers. We want to be involved in those discussions before decisions are made, not after.”

Implications for dealers and monitoring providers

Keefer encouraged alarm dealers and monitoring providers to stay informed about potential ordinance changes and maintain communication with local police agencies.

“Alarm dealers and monitoring providers should understand that effective alarm management depends on cooperation between our industry and law enforcement,” he said. “We encourage companies to support practices that reduce unnecessary dispatches, maintain communication with local police departments and stay informed about potential changes to alarm ordinances.”

Beyond the committee’s work, SIAC joined the Electronic Security Association and The Monitoring Association in co-sponsoring the Alarm Industry Associations’ Reception honoring the IACP Board of Directors. The reception provided another opportunity for industry representatives to meet with law enforcement leaders.

Keefer said those relationships can help when alarm response or local ordinance issues arise.

“These personal relationships are extremely important,” he said. “When issues arise involving alarm response or local ordinances, it helps enormously to have established relationships with the people involved. The opportunity to sit down face-to-face with police leaders, exchange ideas and better understand their concerns is one of the most valuable benefits of our participation in IACP.”
