BALTIMORE -- Smart and Associates, LLP, is pleased to announce that Henri (Hank) Chase has joined the firm as a Senior Manager of Business Consulting. He will be responsible for development and execution of federal government work with an initial emphasis on homeland security-related programs.
Prior to joining Smart and Associates, Chase was employed as Director of Homeland Security Programs at ITS Corporation, serving as the inaugural lead for Critical Infrastructure Protection for all Navy and Marine Corps bases worldwide as a program management contractor in the Secretary of the Navy's office. In that role, Chase was responsible for development and execution of all homeland security-related work in federal, state and local markets for a nationwide government contractor. He has advised the Air Force Director of Homeland Security; the Defense Energy Support Center; U.S. Department of Commerce; and the Defense Supply Center Philadelphia on Critical Infrastructure Protection (CIP) issues; and the Department of Homeland Security, Information Analysis and Infrastructure Protection Directorate, Protective Security Division, Technology Applications Unit on technology and engineering issues related to security. He oversaw $14M in tasks for the Department of Homeland Security as well as port security at several critical U.S. Navy ports. Earlier, Chase was the Vice President and Chief Engineer of Technology Associates International Corporation. (TAIC), a multi-state firm specializing in homeland security-related geospatial solutions.
One of the foremost experts on Critical Infrastructure Protection, Chase regularly is featured on Fox News and CNN. He additionally writes a monthly column for Security Products Magazine and has been quoted in or provided commentary to most major US newspapers and other periodicals including the Washington Times, the Chicago Tribune, the Boston Globe, the Atlanta Journal Constitution, the Sacramento Bee, the Minneapolis Star Ledger, the Charlotte Observer, the Orlando Sentinel, Defense News, Government Executive, Newsday, Federal Computer Weekly, Homeland Defense Journal and Congressional Quarterly.
Chase is a retired active duty Navy Civil Engineer Corps Commander with 20 years of service. He is also a former Policy Officer to the President of the American Red Cross and before military retirement was the Navy's Y2K Ashore Program Officer responsible to the Chief of Naval Operations and the Secretary of the Navy for Y2K roll-over preparations at all Navy bases and their tenant commands worldwide.
Chase is a member of the President's Critical Infrastructure Protection Task Force and sits on the board of directors of the Great Lakes Partnership for Infrastructure Security and Economic Sustainability. Moreover, he is an advisor to the Homeland Security Industries Association.
He earned a Bachelor of Science degree in Civil Engineering from the Virginia Military Institute and a Master of Science degree in Civil Engineering from Stanford University. He is a registered Professional Engineer and a former member of Department of Defense's Acquisition Professional Community.
