Cyabra Expands Government Focus Amid Growing Demand for Narrative Intelligence

Cyabra has appointed Keith E. Noble, Ph.D. as Vice President of U.S. Government Sales as the company expands its public sector operations amid growing demand for narrative intelligence across federal, state and local agencies.

Noble will oversee the expansion of Cyabra’s AI-powered narrative intelligence platform across government entities. The company supports governments and public institutions addressing influence operations, information warfare and coordinated online manipulation.

Cyabra said its public sector business has recently reached several milestones, including expanded government distribution through a strategic distribution relationship with Carahsoft, the addition of a major European public sector client and recognition as a Market Shaper in Gartner’s inaugural June 2026 Emerging Market Quadrant for Narrative Intelligence — Startup Vendors.

The company said the Carahsoft relationship is intended to streamline procurement for public sector institutions while the European customer will use Cyabra to combat regional digital threats.

Noble brings more than 20 years of experience leading complex, multi-jurisdictional operations across four continents. He has built and directed large-scale intelligence enterprises at the CIA’s Open-Source Center, driven data strategy and advanced analytics at the U.S. Department of State and co-founded an international open-source intelligence firm in Abu Dhabi serving government and private sector clients across the Middle East.

The company said Noble’s background in national security, open-source intelligence and data analytics will support efforts to expand the use of Cyabra’s platform among public sector organizations seeking to identify and understand coordinated and inauthentic online activity.
